Home Owner Received A Threat :
 

Did the Mayor of the Village of Aviston threaten a village Disabled Veteran home owner?  I was in my back yard yesterday when I heard someone yelling in the alley behind my house.  I ignored them at first, then I realized they were talking about me.  I heard one individual say that his dad used to be the mayor and he went on to say that the mayor gave me a map of the town with the exits marked.  I found this a little strange because I NEVER had a conversation with the mayor, even though I had attempted to talk to him several times.  The only Village of Aviston official I ever talked to was the Chief of Police and a couple of his patrolmen.  This got me thinking of one time I did receive a map of the Village of Aviston with the exits marked, it was received as part of a threat that was placed on my vehicle parked in my driveway.  I caught the incident on a surveillance camera, watch the video below.  Is this the Mayor of the Village of Aviston?  If so, why is he in drag?  Why would someone claim to be the mayor’s son and claim that the mayor delivered a threat to one of the village’s Disabled Veteran home owners?

BUYER BEWARE:

Prior to October 2004, I had never heard of an Outdoor Wood Boiler (OWB).  It wasn't until a neighbor asked me if I smelled the smoke yet, that I became aware of what an OWB was.  Having responsibly used wood heat for 15+ years, I could not imagine that a wood burning device could be so disgusting and dangerous to my health.  Being an avid big game hunter, I thought the smoke I smelled was simply the neighbor using a "Smoker" to smoke some wild game meat.  I could not have been more wrong.  When I purchased this house, I was not aware that any such thing as an OWB existed or that any such device would be tolerated in any village or own.  It wasn't until the neighbor filled me in on exactly what an OWB was and how nasty they could be was I aware of this threat to my health.  This neighbor was scared to speak-up because they are related to the OWB owner.   MORE TO COME...

Wood smoke is hazardous because it contains a mixture of at least 100 different gasses and fine particulate matter. Nearly all of the pollutants that the EPA cautions against, including ozone, carbon monoxide, nitrous oxides, particulate matter, and sulfur dioxide, are components of wood smoke.

This smoke can easily make its way around closed doors and windows and into the homes of neighbors. There have even been reports of indoor smoke alarms being activated by smoke from water stoves, partly because they release smoke at low heights relative to a typical house chimney, so that it has difficulty dispersing. For these reasons, water stoves should be used only in rural areas far from neighboring residences.

To make matters worse, water stoves, by design, are terrible polluters, making them even more of a public health threat. They encourage a slow, cool fire, in contrast to a woodstove or even a traditional fireplace.  This maximizes the amount of heat transferred to the water, but also minimizes the efficiency of the burn. This “damping” of the fire, while an efficient technique to heat water, produces additional harmful chemicals and smoke, which is oxygen-starved and low-temperature due to incomplete combustion. 

According to the Vermont Department of Environmental Conservation, water stoves are often falsely advertised as efficient heaters. In fact, they rarely have a thermal efficiency of more than 50%, while woodstoves generally are in the 63%-to-72% range, meaning that extra wood is required to produce usable heat.

The Myth of the Outdoor Wood Furnace (OWF), also known as an Outdoor Wood Boiler (OWB).  Myth #2:  You can eliminate your heating bills altogether.  Really?  Let’s look 10 examples of the cost of OWF/OWB ownership:

1.  OWFs/OWBs require electric to work!  An OWF/OWB will have one or more electric water pumps both indoors and out, one or more electric blowers inside and out, and other various electric components.  No Electric = No Heat!  Your electric bill will increase if you are replacing a forced air gas heater with an OWF/OWB.

2.  A do-it-yourself installation of a basement model OWF/OWB will cost well over $5,000.

3.  OWFs/OWBs are being restricted or even banned all over the country, this trend is growing every day.  You can easily spend $10,000+ installing an OWF/OWB today that may be illegal to operate tomorrow.    

4.  Now for the wood supply:  If you have a large forest on your property, you may have enough wood for a couple of seasons.  You will burn-through more trees than can be grown to replace what you have burned.  OWFs /OWBs are known as “Wood Whores” because of the tremendous amount of wood they burn with little return in usable heat.  Even if you own a forest, you will have to spend days, and days, and days cutting wood to supply your OWF/OWB.  What is your time worth?

5.  When cutting your own wood, you will need to buy and maintain a Chainsaw, Log Splitter, Pick-Up Truck, Trailer, Gasoline and/or Diesel Fuel for all of the listed equipment at $3 to $4 a gallon.

6.  Time spent operating and maintaining an OWF/OWB will amount to at least an hour a day.  What is your time worth?  The OWF/OWB next door to me is loaded three times a day!  You will become a slave to your OWF/OWF, let the fire go out and you have no heat!

7.  A responsible OWF/OWB owner will need to store and cure a tremendous amount of wood for one season.  This wood will need to be covered if stored correctly.

8.  Don’t forget the lawsuits!  Your neighbors may end-up taking you to court to recover the loss of the enjoyment of their property due to the operation of your OWF/OWB.  They may also take you to court for your OWF/OWB being a “Nuisance” or for damages your OWF/OWB has done to their property.  They may also take you to court to recover damages your OWF/OWB has done to their health!   

9.  What negative effect will the OWF/OWB toxic smoke have on you and your family?  Study after study have shown that OWF/OWB smoke is hazardous to your health!

10.  Last, but not least, what value do you place on your life?  Many a neighbor dispute has resulted in an act of desperation where deadly force is used.  You see it in the papers all the time, a neighbor dispute ends with someone dead.  Don’t underestimate what your neighbors may do in an act of desperation.  A Google search for “Neighbor Dispute Ends in Violence” returned over 2 million results in just under 1/3 of a second.  Add alcohol and/or drugs to a situation like this and you have a recipe for disaster!

Are OWFs Harmful to the Environment and Human Health?

Yes,
OWFs produce a lot of thick smoke, which in addition to being a nuisance to neighbors has serious health and air pollution impacts. Smoke from OWFs contains unhealthy amounts of particulate matter (PM), dioxin, carbon monoxide, nitrogen dioxide, sulfur dioxide, hydrochloric acid, formaldehyde and other toxic air pollutants.

Exposure to PM in smoke from an OWF can increase adverse respiratory and cardiovascular symptoms. Exposure to other pollutants listed above is associated with a diverse range of harmful health effects, including asthmatic sensitivity, lung illnesses and cancer. Studies show that children, the elderly and individuals with pre-existing cardio-respiratory diseases or diabetes are most at risk.
Why do OWFs produce so much unhealthy smoke?

The basic design causes fuel to burn incompletely. OWF systems consist of a single closed combustion chamber, or firebox, that is surrounded by a water jacket. Since wood cannot be combusted completely at temperatures below 1000°F, the steel firebox surfaces backed up by water at 150°F chill and quench the flames before combustion is complete. As a result, smoke is produced. The smoke and combustion products are vented through a smokestack directly to the outside air.

Another reason why OWFs produce smoke is the operation during "off" cycles. When an OWF does not need to generate heat, the combustion air fan is turned off and/or the air damper closes, thereby starving the fire for air. The fire then smolders, creating smoke and creosote that condenses on the cold steel internal surfaces. When heat needs to be produced, the air dampers open and/or a small fan forces combustion air into the firebox, thereby pushing the smoke and air pollutants out the stack.

ISSUES UNIQUE TO OWBS:
 
Unit Design: The smoke from OWBs appears to be greater than other wood burning appliances for several reasons. Primarily, it is because of the basic design of OWBs. Even when operated properly with seasoned wood, OWBs typically generate significant amounts of smoke.
 
Combustion Cycle: The primary reason for the large amounts of smoke is the cyclic nature of the device. When an OWB is in the “off” cycle and does not need to generate heat, the air damper closes to cut off the air supply. This creates an oxygen-starved environment in which the fire smolders, creating smoke and creosote that condenses on the internal steel surfaces. When heat needs to be produced, the air damper opens and natural draft forces air into the firebox, pushing the smoke and air pollutants out the stack.
 
Stack Height: Another contributing factor to OWB smoke is the short stack height of OWBs. Manufacturer installation literature specifies stack heights that are generally eight to twelve feet from the ground. Stack heights this short typically fail to disperse smoke adequately, resulting in excessive ground level smoke. Certain weather conditions aggravate this situation, such as cold weather inversions when the smoke does not rise but stays close to the ground.
 
Efficiency: Review of available data indicates that the operating efficiencies of OWBs are extremely low, often half the efficiency of other residential wood burning devices such as woodstoves. EPA Test results indicate that, in general, most OWB units will have operating efficiencies in the range of 30 to 40 percent.
 
Fuel Quality: The design of the OWBs encourages burning of inappropriate materials. State agencies have documented the burning of wet, large, un-split wood, wood waste, yard waste, refuse, tires and railroad ties. In fact some manufacturer’s websites state the ability to burn green or scrap wood as one of the benefits of OWBs.

Smoldering fires and short smokestacks may create heavy smoke close to the ground that sometimes causes a neighborhood nuisance or an adverse impact on public health and the environment. Smoke fromOWBs can  contain emissions of fine particle pollution, carbon monoxide, and other organicproducts, such as formaldehyde, benzene and aromatic hydrocarbons, which form from incomplete combustion. When inhaled, fine particles from smoke emissions are carried deepinto the lungs and can impair lung function and aggravate existing medical conditions such asasthma, lung or heart disease. Exposure to some pollutants in smoke can even cause cancer.

New Hampshire State Law:  NonPhase I or II units (like the one in Aviston): Must be 200 feet from nearest abutting residence; stack height must be two feet higher than the peak of a residence or business not served by the unit, which is located within 300 feet.

Burn only dry, wellseasoned wood that meets the definition of “clean” wood. Neverburn wet, rotted, diseased or moldy wood.

Regularly remove ashes from the OWB into a metal container with a cover and properly cool before disposing.

Due to the relatively inefficient operation of OWBs, they require a large amount of firewood.  This can lead to the burning of wet or snow-covered wood, which increases smoke emissions.

One OWB produces as much pollution as 8,000 gas furnaces or up to 2,000 oil furnaces.  

According to a December 2007 New York Times article, OWBs have spawned a "rash of lawsuits" and numerous local ordinances across the country. The effect of smoke on neighbors appears to be a leading cause of liability claims.

In one case, an Illinois couple alleged that smoke from a neighboring OWB caused them sore throats and headaches and forced them to move from their home. A family in southern Ontario, Canada, also filed suit claiming that smoke from a neighboring OWB caused health problems. Those cases include elements of bodily injury, which would trigger homeowners coverage.

Outdoor wood boilers also present a liability exposure as an attractive nuisance. The boilers feature untended fires and hot fixtures that could cause severe injury to curious children.

1. Incomplete combustion = smoke: Many outdoor wood boilers generate a lot of smoke! A large water jacket usually surrounds the firebox. This is good for heating water, but it cools the escaping gases before combustion is complete.

2. Intermittent heat demand is the second reason the units are smoky. There are long periods of time when the wood just smolders. During periods of low airflow, creosote collects on the water jacket walls. When the fire is rekindled, the creosote burns off and creates black soot.

3. Worst of all, the exhaust stacks of these units are short. Smoke and soot are released close to the ground where it can drift into your neighbor’s yard.

The big problem is they smoke. Boy, do they smoke. There are a couple of reasons why older outdoor boilers were such notorious smokers. First and most obvious is that the firebox of most units is fully surrounded by a water jacket. While this might be good from a heat transfer point of view, it makes complete combustion of the wood just about impossible. The flaming combustion of wood cannot occur below about 1000°F, so those steel surfaces backed up by water at 150°F chill and quench the flames well before combustion is complete.

Outdoor wood-fired boilers (OWF/OWB) are banned in the State of Washington.  OWBs cause dense smoke, this smoke endangers your health and that of your family and neighbors, as well as harming the environment. 
Tests found that the average fine particle emissions (a particularly harmful pollutant) from one OWB are equivalent to the emissions from 22 EPA certified wood stoves, 205 oil furnaces, or as many as 8,000 natural gas furnaces. One OWB can emit as much fine particle matter as four heavy duty diesel trucks on a grams per hour basis.

OWBs emit benzene, polycyclic aromatic hydrocarbons, formaldehyde and other toxic partial combustion products which have been linked to asthma, heart attacks and cancer.

Although most units are designed to burn dry, seasoned wood, some people use them to burn green wood, which generates much more smoke. Others burn household trash or construction debris, which not only release harmful chemicals and pollution, but can be against state law.

Unqualified hydronic heaters can be substantially dirtier and less efficient than most other home heating technologies. With their smoldering fires and short smokestacks (usually no more than six to ten feet tall), hydronic heaters create heavy smoke and release it close to the ground, where it often lingers and exposes people in the area to nuisance conditions and health risks.

Today, I posted a link to a report from Environment and Human Health, Inc.(EHHI) explains its study, which measured potential wood smoke inhalation by people living in homes in the vicinity of outdoor wood furnaces (OWFs), also known as outdoor wood boilers (OWBs).
